The Board are a passionate group of volunteers, dedicated to the success of Torbay and its vision and mission. As the governing body they are accountable for the delivery of safe and quality care and services overseeing all aspects of Torbay operations.
Meet the Board
Mick Kruger - President and Chairman of the Board
Board member since 2012, President since 2021, member of Finance and Review Committee and Project Management Group. Mick is an active community member, working with and for the Hervey Bay community for more than 30 years, which among other things including the Mayor of the Fraser Coast Regional Council for four years. Mick has a strong background in administration and finance and is also a member of several other local community organisations.
Selwyn Brindley
Board members since 2007, Vice President since 2022, member of Finance and Review Committee and Project Management Group. Selwyn has a broad academic career as a lecturer and consultant in mathematics, engineering, statistics, and applied science in Canada and Australia. Selwyn brings strong board leadership and governance skills holding several other board roles across a range of organisations locally and internationally.
Dr Norman Edwards
Board member since 2019, member of the Finance and Review Committee and Governance and Risk Committee. Norman brings an impressive 55 years of extensive clinical experience as a General Practitioner to the Board. After moving to Hervey Bay 15 years ago, he devoted a decade to serving the local community, including numerous residents of Torbay. He is a former Member of the Australia Repatriation Review Board, with particular medical interests in Geriatrics, Aviation Medicine, Underwater Medicine, and Medical Acupuncture. In his younger days, Norman was a dedicated athlete and a passionate bridge club player. Now enjoying retirement for the past five years, he delights in spending time with his nine children, 32 grandchildren, and 15 great-grandchildren, while also pursuing his interests in sports, languages, classical music, and current and international affairs.
Judith Perry
Board member since 2021, Chair of the Governance and Risk Committee. Jude has a Diploma of Applied Science and has had extensive experience in clinical and educational laboratories. Initially Jude worked in the clinical testing and medical research field in Brisbane for 10years then as a Science Operations Officer in Qld Education, Hervey Bay for over 25 years. Jude has held responsibility for risk management, legislative compliance and reporting, budget preparation, delivery of staff training and procedural documentation. Having a strong interest in other cultures and with formal qualifications, Jude volunteered as a tutor and teacher in the Adult Migrant English Program at Wide Bay TAFE, in rural China, and in a refuge settlement program. Jude, a Hervey Bay resident of over 35 years, is passionate about maintaining Torbay’s long-standing reputation in the community for providing compassionate quality care and services to our residents.
Allan Pyne
Board member since 2023, member of the Finance and Review Committee, member of the Project Management Group. Allen’s now retired has worked in both the banking industry and not for profit sector in executive roles and brings extensive experience in banking finance and marketing to the Board. Allen has been involved for many years in all aspects of public speaking/meeting procedures and chairman processes specialising in sports administration. A former keen sportsman, Allen now is restricted to being an avid watcher. He loves spending any spare time he has with his family and also assisting the elderly in our community navigating the aged care system in securing the various services available.
Michael Steeth
Board member since 2023, Chair of the Finance and Review Committee, member of the Governance and Risk Committee. Michael has been a professional Financial Accountant for over 40 years and held several senior management positions in the public, not for profit, and private sectors including in Health and Aged Care. Michael also brings to the Board significant experience in Information Technology and is also a Fellow of CPA Australia, a qualified company secretary with CSA and CSA UK as well as an Associate member of the Governance Institute of Australia. Michael has been in Hervey Bay for over four years and volunteers his time sharing his vast skills and knowledge to organisations across the local community.
Alex Robinson
Board member since 2024, member of the Governance and Risk Committee.
Alex is a passionate clinical and corporate governance leader with almost 10 years’ experience as an independent NFP director specialising in the aged care, youth services, and community services sectors. Alex is passionate about the delivery of high-quality care to the aging population of Australians and about building robust governance structures in the organisations that deliver those services to ensure a strong future for the whole sector. Alex is an anaesthetist practicing in Brisbane, holds formal qualifications in medicine, public health, executive leadership, and is a graduate of the AICD. Alex joined the Torbay Board in July 2024 and is looking forward to continuing the historical legacy of the Torbay group to deliver high quality aged care in the Hervey Bay area.

Paul Fendley
Board member since 2024, member of the Governance and Risk Committee. Paul is an accomplished public sector executive with extensive experience across various local and state government roles, complemented by postgraduate qualifications in Science, Business, Technology, and Governance. His expertise encompasses organisational strategy and problem-solving, leading transformational initiatives, pragmatic governance, audit and risk management, the application of technological innovations, and the development of accountable leaders and teams. As a seasoned Company Director, Paul has spent the past several years collaborating with a diverse array of not-for-profit organisations. For the last three years, Paul has been enjoying life in Hervey Bay, where he has been engaged in multiple projects with the local council. In his leisure time, he is an average tennis player, an aspiring astronomer, and an enthusiastic fisherman.
Meet the Management Team
Carrie Chappell - Chief Executive Officer
Carrie has over 25 years of experience in finance and business services. Starting in public practice, Carrie soon found her passion was in supporting not-for-profit organisations and for the past 15 years has been serving community-driven organisations with a focus on the aged care sector, supporting people to achieve their best and solving wicked challenges.
Julie McDonald - Operations Manager
Julie has 20 years of experience in accounting and management of largely not-for-profit organisations and is passionate about how she can support organisations meet their objectives. Julie also has an exciting sporting background, mainly with badminton, for which she is currently the President of Badminton Australia.
Lisa Nitschinsk - Director of Care
Lisa is a Registered Nurse with 15 years’ experience in Residential Aged Care and is committed to ensuring quality care and service for our residents. Lisa’s experience working at all levels of nursing in the Residential Aged Care sector allows her to provide a supportive management style for staff across the service.
Mick Smith – Hotel Services Manager
With 27 years of experience as a chef in Australia and abroad, combined with a passion for creating memorable dining experiences, Mick has spent the past six years contributing to executive teams in the aged care industry. As a Hotel Service Manager, Mick oversees dining, cleaning, laundry, and maintenance services, ensuring a high-quality living environment for residents. By blending culinary expertise with a deep commitment to comprehensive care, Mick is dedicated to enhancing the lives of the elderly by delivering exceptional service across all aspects of their daily living experience.
Rachel Neck – Retirement Village & Sales Manager
Rachel has worked for Torbay since 2016 where she started her role as Sales Consultant for the Independent Living Village. As her role expanded she then added Lifestyle to the mix & became the Retirement Village & Sales Manager in 2022. Rachel’s background is local government & further back owned & operated a franchise for 13 years. Providing a safe, happy & cohesive atmosphere in the Retirement Village is her top priority. Her belief is when you choose a job you love you will never have to work a day in your life.
John Sheehan – Torbay Constructions Manager
John Sheehan has managed Torbay Constructions since its inception in 2011. Having both Trade and Tertiary qualifications, he heads up a specialist team of construction professionals. Torbay Constructions has consistently delivered many Education, Aged Care, Commercial and High End/Multi Residential projects throughout SE QLD to satisfied clients. Torbay Constructions as a subsidiary company to the Torbay Lifestyle and Care Organisation provides directly to this regions ageing community. Something both he and his team are very proud of.
